Kyrgyzstan is a mountainous country with great potential in mineral resources exploration. We ardently hope that more China’s mining companies could ferried the “The Belt and Road Initiative” to develop mining industry so as to achieve mutual benefit and win-win cooperation.”

On the morning of Oct.21th, during the interval of CHINA MINING Congress and Expo 2015, Mr. Zilaliev Duishenbek, Director of Geology and Mineral Resources of the Kyrgyz Republic,ardently expressed his wish in the interview from the reporter of China’s Land and Resources News

As a landlocked country in Central Asia along the line of the “One Belt and One Road” with abundant mining resources, Kyrgyzstan have begun to enjoy fruiting progress brought by the “Belt and Road” Initiative proposed by China. “The main highways are now accessible, the railway construction is now under way, and the gas pipelines are well under construction”, Zilaliev Duishenbek said with excitement. China and Kyrgyzstan mining industry enjoyed a sound cooperation in the construction of transport and infrastructure. Thanks to the geographic and mining resources advantages, the “Belt and Road” Initiative proposed by China has ignited the passion of Kyrgyzstan for mining industry development. He pointed out in particular that the land area of Kyrgyzstan was covered by 95% of mountains, among which only 10% was for exploring mineral resources. Therefore, Kyrgyzstan was a country with huge potential in mineral resources exploration and deserved the special attention of China’s mining companies.

“According to the initial estimates, China has 120 mining companies such as China Gold Group, Zijin Mining, and Zhongnan Group developing mining industry or mining-related industry in Kyrgyzstan.” Zilaliev Duishenbek is familiar to these China Enterprises. He didn’t shun responding to the problems arising from China’s mining companies moving into the old market. “The performance of China-funded mining companies in Kyrgyzstan is adversely affected, which is mostly attributed to the fact that they don’t agree with the local conditions or they don’t know so much about the local law or folklore. All these have posed great difficulties to mining cooperation between the two countries.” Zilaliev Duishenbek believed that these difficulties were temporary and those problems could be erased through the candid negotiation and cooperation on the part of the two sides.

In the meantime, he suggested that Chinese companies should respect the local folklore so as to to avoid misunderstanding of cultures when producing and operating in the mining areas of Kyrgyzstan. Will also take some measures to promote the national policy of capital attraction of the mineral resource and do a good explanatory work to the residents in the mining fields in order to create a sound external condition for Chinese companies to carry out normal production and operation. “No problems can’t be solved and I’m quite optimistic about the mining industry cooperation between the two countries.”

In the interview, Zilaliev Duishenbek referred particularly to the new reform of mining industry in Kyrgyzstan. According to the Licensing Act of Kyrgyzstan, exploration and production in Kyrgyzstan were required to have license at first. Zilaliev Duishenbek believed that an all-round reform of the system of issuing mining rights certificate would be carried out in Kyrgyzstan, thus no intermediary issuing the certificate any more and all the certificates would be issued through auction. Those capable mining companies could acquire mining rights though bidding in an open, just and transparent way. Kyrgyzstan government embraced the capable Chinese companies to enjoy the benefits of the new reform in mining area.

When it came to the sluggish mining industry, Zilaliev Duishenbek said that behind the crisis was hiding opportunities. Against the backdrop of the downward global mining industry, the mining companies should make readjustment to start a new beginning. “Those who survive the chilly cold will be the strongest, this is the survival of the fittest and also the law of nature”, Zilaliev Duishenbek said smilingly.
