China boasted of basic conditions of establishing large-scale bases for Uranium exploration

On Oct.21, 2015, In the seminar of Uranium products of CHINA MINING 2015, Mr. Zhang Jindai, Deputy Director t and Chief Engineer of Dept of Geology & Mining, CNNC said that since the new century, with the new breakthroughs in the exploration of Uranium resources, China has been qualified of establishing the large-scale bases for Uranium exploration.

Zhang Jindai said that the new century witnessed his company’s switch of focus of Uranium exploration on the south to on both the south and the north. A batch of large-scale and super-huge types of Uranium ore deposits were discovered and the Uranium exploration found its second ore-prospecting space of 500-1500 meters deep. In southern China, with the eminent improvement of the technology of exploring deep Uranium ore, prospecting in depth and outside has made great achievement in the old mining fields in Xiangshan, Jiangxi, northern Guangdong, southern Zhuguang, Xiazhuang, and Miao’ershan, northern Guangxi where 30,000-ton Uranium fields have been established. In northern China, great breakthroughs have been made in the prospecting of Uranium in Meso-Cenozoic period 6 large-scale Uranium mining fields were discovered in Ili, Tuha, Erdos, Erenhot, Tongliao, Bayin Gobi, dozens of tens of thousands-ton super huge Uranium deposits were developed and Erdos Basin has become the first 10,000-ton Uranium base in China.

Zhang Jindai said that the CO2+O2 in-situ leach mining technology independently developed by his company was the third-generation Uranium exploration technology which has found its application in the large-scale industry. This technology could provide reliable support in the exploration of sandstone-type deposit in northern China. With this technology, the first ever thousand-ton green Uranium mining field would be established in Xinjiang, some projects have finished the construction of their main parts in Inner Mongolia and some projects have completed the on-site trial. The in-situ leach sandstone has improved its production capacity from 27% in the end of “the 11th Five-year Plan” to 62%. In the south, with the focus on Jiangxi, and Guangdong Uranium mining bases, the surrounding projects around the active mines were being developed along with the optimization of the structure of stock capacity. “Kyrgyzstan embraces China’s mining companies”

Kyrgyzstan is a mountainous country with great potential in mineral resources exploration. On the morning of Oct.21th, during the interval of CHINA MINING Congress and Expo 2015, Mr. Zilaliev Duishenbek, Director of Geology and Mineral Resources of the Kyrgyz Republic,ardently expressed his wish in the interview from the reporter of China’s Land and Resources News

As a landlocked country in Central Asia along the line of the “One Belt and One Road” with abundant mining resources, Kyrgyzstan have begun to enjoy fruiting progress brought by the “Belt and Road” Initiative proposed by China. “The main highways are now accessible, the railway construction is now under way, and the gas pipelines are well under construction”, Zilaliev Duishenbek said with excitement. China and Kyrgyzstan mining industry enjoyed a sound cooperation in the construction of transport and infrastructure. Thanks to the geographic and mining resources advantages, the “Belt and Road” Initiative proposed by China has ignited the passion of Kyrgyzstan for mining industry development. He pointed out in particular that the land area of Kyrgyzstan was covered by 95% of mountains, among which only 10% was for exploring mineral resources. Therefore, Kyrgyzstan was a country with huge potential in mineral resources exploration and deserved the special attention of China’s mining companies.

“According to the initial estimates, China has 120 mining companies such as China Gold Group, Zijin Mining, and Zhongnan Group developing mining industry or mining-related industry in Kyrgyzstan.” Zilaliev Duishenbek is familiar to these China Enterprises. He didn’t shun responding to the problems arising from China’s mining companies moving into the old market. “The performance of China-funded mining companies in Kyrgyzstan is adversely affected, which is mostly attributed to the fact that they don’t agree with the local conditions or they don’t know so much about the local law or folklore. All these have posed great difficulties to mining cooperation between the two countries.” Zilaliev Duishenbek believed that these difficulties were temporary and those problems could be erased through the candid negotiation and cooperation on the part of the two sides.

In the meantime, he suggested that Chinese companies should respect the local folklore so as to to avoid misunderstanding of cultures when producing and operating in the mining areas of Kyrgyzstan. Will also take some measures to promote the national policy of capital attraction of the mineral resource and do a good explanatory work to the residents in the mining fields in order to create a sound external condition for Chinese companies to carry out normal production and operation. “No problems can’t be solved and I’m quite optimistic about the mining industry cooperation between the two countries.”

In the interview, Zilaliev Duishenbek referred particularly to the new reform of mining industry in Kyrgyzstan. According to the Licensing Act of Kyrgyzstan, exploration and production in Kyrgyzstan were required to have license at first. Zilaliev Duishenbek believed that an all-round reform of the system of issuing mining rights certificate would be carried out in Kyrgyzstan, thus no intermediary issuing the certificate any more and all the certificates would be issued through auction. Those capable mining companies could acquire mining rights though bidding in an open, just and transparent way. Kyrgyzstan government embraced the capable Chinese companies to enjoy the benefits of the new reform in mining area.

When it came to the sluggish mining industry, Zilaliev Duishenbek said that behind the crisis was hiding opportunities. Against the backdrop of the downward global mining industry, the mining companies should make readjustment to start a new beginning. “Those who survive the chilly cold will be the strongest, this is the survival of the fittest and also the law of nature”, Zilaliev Duishenbek said smilingly. China’s mining industry should draw lessons from the losses and gains of “Going Global”

“Though investment in the mining industry has entered the ‘winter’ period, in-depth readjustment in the industry will still bring business opportunities.” on the afternoon of Oct. 20, in the sub-forum “China’s Enterprises Outbound Investment” of CHINA MINING 2015, 8 Chinese and foreign guests, 7 enterprise representatives saw eye to eye to the above notion, and at the same time proposed that China’s mining industry should weigh the losses and gains of “going global”, and seek business opportunities in the period of “winter”.

The winter of mining industry chilled us present today. According to Ernst & Young statistics, the global M&A in the mining industry in the first half of 2015 decreased to 12.7 billion US dollars, a decline of 30% that of last year. However, for mining industry, it was of equal importance to build confidence and draw lessons.

China’s geological exploration units, mining companies and investment organizations once surged to move into the world market. Now with the ebbing mining boom, many mining companies were struggling in adversity. Progress could only bring through introspection.  “We must sum up the experience of the failures of forging overseas so that we can regain momentum”, Wang Side, Vice President of Chinalco Resources Corporation analyzed the causes for the failures of outbound investment in this way.

First, we made a timing error. Since the global financial crisis in 2008, most of Chinese companies have mistaken that the situation has reached the bottom. 80% of the geological exploration units, mining companies chose to move into the world market from 2007 to 2012. In retrospection, those units bought a little high, leading to the rise in market value on the part of only one-digital number among the more than 100 mining companies that held and participated in the stocks overseas, the average market value declining more than 80%. Wang Side said that the best time for buying and selling was various for different mines and we needed to seek opportunity in times of crisis.

Second, we set a wrong target. China’s mining companies acquired and merged 110 iron ores in Australia where the western desert area has no access to convenient transport and infrastructure. It would be difficult to put the iron ores under operation if railways are still not available in the future. Moreover, vanadium titano-magnetite was not marketable ore in foreign countries but still of much use in China. It was a rarity that companies ever made successful investment in this type of ore in Southeast Asia and Africa.

Third, we made erroneous values judgment. In the due diligence of overseas project, geologist was the prior option for Chinese companies, which was a matter of course in judging the prospect and values of mining fields. However, it was far from enough only by depending on the judgment of geologists to decide whether the project deliver benefits or whether it was development-friendly or not. Experts in selecting and purchase, finance, trade, law and culture should participate in the judgment as well. Neglecting of the infrastructure and community-related problems would make it difficult for the huge investment to turn into cash flow.

After putting the overseas mining industry in perspective, Mr. Liu Yikang, Director of Sinomine Resources Exploration Co., Ltd. pointed out that the large-scale failures of the investment in overseas mining industry mainly attributed to, apart from lack of experience of operating overseas, the negligence of due diligence in the M&A. This was indicative of the lack of investment in the due diligence of the locals. He proposed that dependable due diligence should be done, different plans should be adopted in the event of low or high risk environment and use of domestic ways of thinking and operating cope with overseas situations should be prevented. 

“In this sense, failure or success of overseas investment in the mining industry are not related to much of the investment environment but to how we cope with the projects with different risk degrees”, Liu Yikang said. (Qiao Siwei)

China’s R&D capacity of “Underground Sea Exploration” enhanced

On Oct.20, the reporter was informed in the sub-forum “Geological Scientific and Technical Innovation” during CHINA MINING 2015 that with the successful launch of the 3500-meter core drill and 4500-meter deep sea ROV-“Sea Horse”, China enjoyed a new weapon in the field of underground seawater research.

According to the reporter, 3500-meter full hydraulic core drill independently made by our country was on exploration trails in Zhaoyuan, Shandong. The successful launch would explore a second prospecting place and provided equipment support for the in-depth exploration of the earth. The first 4500-meter deep-water ROV- “Sea Horse” in China, equipped with under-water camera system, sonar, tools, and multifunctional manipulator, was accessible to 90% of local places. Its successful launch indicated that China has mastered the key technologies related to deep-water ROV and has made progressive achievement in localizing those key technologies. (Yu Defu)

Wisdom sparkled in the China’s enterprises outbound investment sub-forum

On the afternoon of Oct. 25, the sub-forum of China’s enterprises outbound investment was successfully held at Tiajin Meijiang Convention & Exhibition Center. The sub-forum was chaired by Mr. Wang Jiahua, executive vice chairman of China Mining Association. Guests invited had wisdom and ideas sparkled and shared their experience on how Chinese companies made successful investment in outbound mining industry at the critical period.

According to Mr.Fang Qixue, executive director of Zijin Mining, China’s mining industry made outbound investment valued at 19.3 billion dollars in 2014, 18.8% that of the total foreign direct investment. Cases that China’s mining companies made outbound investment trials were: China Nonferrous Metal Mining Group Co., Ltd developed Chambishi Copper Mine in Zambia; China Minmetals Corporation purchased the main property of OZ Minerals and established NMC; Zijin Mining acquired Norton Gold Fields Limited. In 2014, Zijin Mining produced gold amounting to 20% of the total with 10% of the total profits coming from its outbound mining projects.

According to The Hon. Ms. Judith Bossé, Assistant Deputy Minister for the Earth Sciences Sector of Natural Resources Canada, investment in Canada should attach great importance to abidance by law and sound interaction between communities. In this regard, Mr. Wang Jiahua advised the Canadian government to improve its work mechanism. Firstly, the government should make clear the strengths and weaknesses of capital attraction projects and disclose information in an open and transparent manner. Secondly, on the basis of upholding the spirit of Canadian laws, the government should tailor flexible mining policies. Thirdly, it should figure out the causes of successes and failures in the past decade so as to forge ahead into a higher and broader level.

As the first stock-holder of the exploration companies, Sinomine Resource Exploration Co., Ltd has strived overseas for 15 years with large profits year by year. Mr. Wang Weiping, CEO of the corporation believed that outbound development should chart the course of development strategy and only by tailoring measures to the needs of the locals could the company hold its foothold overseas. At present, the corporation has established project fund worth billions of dollars.

“No matter the domestic or the outbound projects, their failures are mainly attributed to information asymmetry and low-degree of specialization. It is a winter for mining industry but a golden autumn for M&A. It is a time for overall arrangement. ” Mr. Liu Yuchuan, Chairman of Beijing International Ming City explained the causes of outbound investment failures from a new perspective.

When it came to the equity structure, Mr. Keith Spencei, CEO of Global Mining and chairman of PDAC International said that Chinese companies should not care too much about the 51% controlling interest but make it the long-term strategic investment when making overseas investment. As to the target countries for outbound mining industry, he believed that Chile was not a bad option besides Russia, Canada and Australia and 5 years or 10 years ago, African countries boasted better opportunities for investment. With the same benefits, companies definitely opted for the low-risk countries.

Other guests also had their opinions voiced. Ms. Song Xiaomei, Vice President, Anhui Foreign Economic Construction (Group) Co., Ltd. shared the experience for company development combining the practice. Mr. Wang Side, Vice President of Chinalco Resources Corporation, believed that China would continue to lead the mining industry development. Mr. Wang Jingbin, President of Beijing Institute of Geology for Mineral Resources believed that the price of mining products would continue to fluctuate but increasingly go under control. Experts focused on green mining development

October 21, 2015 witnessed the Green Mine Construction sub-forum held during the  CHINA MINING Congress and Expo 2015 at Tianjin Meijiang Convention Center by Planning Department and Environment Department of Ministry of Land and Resources, PRC and China Mining Association.

Officials at home and abroad, mining mountains enterprises and representatives of Green Mining Mountain service institute conducted dialogues and communication on the outlook of ecological civilization construction and green mining industry development, green mining industry development at home and abroad and green mining mountain technologies domestically and overseas.

Mr. Ju Jianhua, inspector& deputy director–general of planning dept of Ministry of Land and Resources, China, indicated that in 2015, the central government published the first all-round theme document on ecological civilization development, regarding developing green mining industry and accelerating green mining mountain construction as major tasks. As of the current moment, totally 661 mining mountain enterprises have been listed as green mining mountain pilots, having erected a batch of advance green mining mountain examples.

Next, he pointed that China would push forward the provincial green mining mountain construction and county level green mining mountain construction respectively, build up a batch of green mining mountain demonstrations at mineral resources and mining mountain corporations densely distributed regions, and better the green mining mountain construction standards geared to different regions and industries which would be finalized into system. The leading role of economy and market should be taken into full play so as to encourage the mining mountain enterprises to adopt advanced prospecting technologies and to carry out integrated management on mining mountain environment protection, integrated utilization of resources, energy-conserving and emission reduction, tailing mine re-utilization and the recycling of the “wasted water, wasted gas and wasted solid materials”. The government shall give financial and credit support for these mining mountain enterprises which are operating in accordance with green mining mountain standards; through the construction of credit system and industrial self-discipline, the mining mountain enterprises shall actively make contribution to the resources and environment protection, local economic progress and social requirements. As a result, as of 2020, the medium-and large-sized mining mountain enterprises will reach the standard of green mining mountain while the small mining mountain enterprises are to be operated in accordance the green mining mountain standards regulation, basically completing the general goal of national green mining mountain layout.

Mr. Xiong Zili, deputy general-director of environment department of Ministry of Land and Resources, explained the geological environment protection and management status quo and mechanism construction of China’s mines. It was said that as of 2014, 90 billion yuan was set as the national mines geological environment protection fund, with 30 billion from the central government and 60 billion from local governments and these enterprises. Nationally, 810 thousand hectares of mining areas was recovered.

He insisted that the following works shall focus on four aspects. Firstly, we shall exert efforts to better the developing-compensation protection mechanism. We shall better the Margin System of Mine Geological Environment Regulation and establish the Responsibility System of Mine Geological Environment Protection, and Compensation System of Mine Environment Damages, building a system of “ source-preventing, process-controlling, damages-compensation and responsibility-investigating”. Secondly, we shall stick to the principle of “ The developing party responsible for protecting and improving.” We shall compile, review and implement the plan of mineral resources developing and utilization, the protection and recovery plan of mine geological environment and the land reclamation plan simultaneously. Thirdly, we shall enhance the mine environment protection supervising. We shall carry out a dynamic geological environment supervising system at national, provincial, municipal and country level respectively organized by provincial people’ government with municipal and county levels as the main units. Fourthly, the government shall encourage the social parts to play their role in terms of capital so as to deal with the lingering issues at a faster speed. We should explore to build an new management model of mine geological environment featured by government-dominated, policies-supported, society-participated, open management and commercialized operation.

The Hon. Ms. Judith Bossé, Assistant Deputy Minister for the Earth Sciences Sector of Natural Resources Canada, introduced the Canada green mining plan. Mr. Rao Rufeng, deputy secretary general of Huzhou municipal government, Zhejiang Province, has introduced the method and experience in green mine construction in Huzhou municipal government.

On the sub-forum, representatives from China Minmetals Corporation, Chihong Zn & Ge, Dacheng Law firm, and Worley Parsons, Australia introduced the environment protection, community condition, and social responsibility of mine enterprises in the green mining industry development. “Internet + Mining” strategy sub-forum successful held

Winter as global mineral resources market remains in, China’s passion for mining innovation never ceases with the combination of the Internet and mining industry becoming unstoppable trend. The afternoon of October 20th marked the successful hosting of “Internet + Mining” sub-forum by CHINA MINING Congress and Expo 2015  and Mining Circle, which not only reflected the innovation strategy of China but also drew attention from leaders of Ministry of Land and Resources.

Mr. Jiang Jianjun, director-general of Department of International Cooperation & Science and Technology of MLR, described the vast prospect and potential of “Internet +Mining” Strategy. Then, Doctor Zhang Yan, founder of Mining Circle and president of the Forum introduced the themes of Internet + Industry, Internet + Finance and Internet + Services. Speakers of the forum talked about how to develop resources market both at home and abroad, how to finance in the winter of mining industry and how to lower cost through technologies and equipment.

During the forum, Mining Circle held a publishing conference to “One Mine One QR code” of global mining. It only took three minutes for mining enterprises and institutes to fill out their information. And then an unique QR code was formulated with the information of the related enterprise on the platform of Mining Circle. The enterprise or institute can position its industrial map in accordance with the type of mine , publish its products supply and demand information, and link the industrial chain of information, logistics and capital, building a global mining “Internet+” big data.

What’s more, Ming Circle also established the “China Mining Internet+ “ Strategy league with Professionals League, Mining Enterprises League, Finance League, Supply Chain League and Service League, which would break the barriers of conventional industrial structure, build up organic links between different industries and draw a sound ecosystem of China’s resources by taking the advantages of quickness, equality and cooperation of the Internet Information technologies as well as the technological, financial and services advantages within the league.

At last, Mining Circle launched the first “ Charity Fund for Children at Mining Area”, advocating the mining industry to care children’ education issues at mining area. It was said that twenty thousand yuan were raised and given out to the Jiang Huacun Primary School at Barite mining area at Yan He Tujiazu Minority Autonomous County, Guizhou Province. It was planned to carry out series of charity activities in the future. (Li Ping)
